Are Betty and Vernoica really best friends?

I am really confused by this because I used to watch the cartoon Archie's weird mysteries they pretty much hated each other. how every I have started reading the comics and in a Betty and Veronica double digests Veronica pretty much says that Betty is her Best Friend? however in another part of the book she say its to bad that betty and her can't really be real friends? this really confuses me because of all the mean things Veronica does and says to Betty. so are they Best Friends who fight over guy they both like? or are they not really best friends?
