Which college is the better option?

I am a junior and I am freaking out about colleges and all the stuff I have to do. I really want to get into UC Berkley or UC Davis but I am not sure if i will get it. Again, which is the better choice? If you have been to either colleges which one would you recommend? My gpa is 4.2 but I don't know how well I can do on my sat's since my psat scores wern't very good. Those tests are definitely not my strong points. Can i get into these schools even if my sat scores are around 1600? I don't do sports but i volunteer every week, I am in forensics(speech and debate) , i am part of clubs and I am the secretary of one.
