Would restoring an Acer laptop to it's Factory Defaults re-install an operating system?

No, it would restore it to the settings that it had when you got it. If you need the OS reinstalled, you're going to need to reinstall the OS. The back-up disk that came with the laptop should have the OS restore on it.
